Stone and Webster built the Caribou No. 1 powerhouse here between 1919 and 1921. Water from Lake Almanor and Butt Valley reached it through tunnels and penstock, and it began making power in 1921. Camp Caribou began as the camp for the crew that built the powerhouse and later became a PG&E recreation camp, with ten houses, a clubhouse, a dormitory and a schoolhouse.
