The Kentucky Atlas and Gazetteer puts it this way: "Butler is a Pendleton county town on the Licking River about nine miles north of Falmouth. It was established in the 1830s and named Fourth Lock, for a lock that was then under construction on the Licking. (The Licking River locks and dams were never completed.) It became known as Clayton, for a local family, and then Butler or Butler Station on the Covington and Lexington Railroad in the 1850s."
